Adjust delays; 50% of the 256 Kbps link' s delay over 128Kbps link. Then
config variance 2 and take care about traffic-share balance is setted

RtrC:

int s0
 band 128
 delay 1000
!
int s1
 band 256
 delay 2000
!
router eigrp
 variance 2
 traffic-share balance
