It looks like most feature sets on the 7200 support NBAR, but not the
version you are using. Here are the 12.1 releases supported:

12.1(14)E3, 12.1(14)E2, 12.1(14)E1, 12.1(14)E, 12.1(13)E1, 12.1(12c)E6,
12.1(12c)E5, 12.1(12c)E1, 12.1(12c)E, 12.1(11b)E11, 12.1(11b)E10,
12.1(11b)E4, 12.1(11b)E3, 12.1(11b)E1, 12.1(11b)E

Various versions of 12.2 are also supported. See the Cisco Software
Advisor or the Feature Navigator.
