You can create as many VTY's as you want (not sure of upper limit) not sure
if you need Enterprise

(config)#line vty 6 10

Then apply VTY config eg. login etc.

For example here I create 5 further VTY lines

R1#sh line
Tty Typ Tx/Rx A Modem Roty AccO AccI Uses Noise Overruns
Int
     0 CTY - - - - - 0 0 0/0
-
* 1 VTY - - - - - 210 0 0/0
-
     2 VTY - - - - - 54 0 0/0
-
     3 VTY - - - - - 8 0 0/0
-
     4 VTY - - - - - 3 0 0/0
-
     5 VTY - - - - - 0 0 0/0
-

R1#conf t
Enter configuration commands, one per line. End with CNTL/Z.
R1(config)#line vty 6 10
R1(config-line)#^Z
R1#
R1#sh line
Tty Typ Tx/Rx A Modem Roty AccO AccI Uses Noise Overruns
Int
     0 CTY - - - - - 0 0 0/0
-
* 1 VTY - - - - - 210 0 0/0
-
     2 VTY - - - - - 54 0 0/0
-
     3 VTY - - - - - 8 0 0/0
-
     4 VTY - - - - - 3 0 0/0
-
     5 VTY - - - - - 0 0 0/0
-
     6 VTY - - - - - 0 0 0/0
-
     7 VTY - - - - - 0 0 0/0
-
     8 VTY - - - - - 0 0 0/0
-
     9 VTY - - - - - 0 0 0/0
-
    10 VTY - - - - - 0 0 0/0
-
    11 VTY - - - - - 0 0 0/0
-

R1#conf t
Enter configuration commands, one per line. End with CNTL/Z.
R1(config)#no line vty 6 10
R1(config)#^Z
R1#
R1#sh line
Tty Typ Tx/Rx A Modem Roty AccO AccI Uses Noise Overruns
Int
     0 CTY - - - - - 0 0 0/0
-
* 1 VTY - - - - - 210 0 0/0
-
     2 VTY - - - - - 54 0 0/0

     3 VTY - - - - - 8 0 0/0
-
     4 VTY - - - - - 3 0 0/0

     5 VTY - - - - - 0 0 0/0

What does the Enterprise version give you?

You cannot increase the number of VTY ports. If you need additional
connections through a terminal server, a 2511 in this case, you can telnet
directly to the TTY port you need access to. This will allow you to have
more than 5 connections through a terminal server.
