Max rate = CIR+ CIR*BE/BC

+ Question2:
End router does not set DE when rate is above CIR, it depends on Frame-relay
switch.
on end router, you can only set DE based-on input interface & protocol

DE set means "de=1"; however, probably you don't have to consider between
"0" and "1", there's no command that ask you to specify "0,1"
