"banner login" only shows up if login is configured on a line. If you
have a line (such as the console or vty) configured "no login", then
you won't see the "banner login" message.

MOTD shows on all accesses to the router itself. There's also banner exec
that displays when entering EXEC mode (after successful login with password
or on console connect if no console login password configured) and a banner
incoming that displays on reverse telnet to a line.

They show up in different places. You won't see the login banner on the
console port unless you have it configured with a password or for "login"
with no password.

Try:

banner motd $Welcome to this router. You're connected. $
banner login $Now is the time for you to log in. $
banner exec $Congratulations! You may now run user-mode EXEC commands. $
banner incoming $You're now running reverse telnet to a remote device. $

With various "login" "no login" to and from the console, vty, and aux
ports.
