Autocommand -defined on username / under vty

Is there any difference in defining the 'autocommand access-enable'
command under the username as:
 
username favre password 0 ipexpert
username favre autocommand access-enable timeout 30
 
and defining it under the vty process:
 
line vty 0 4
 login local
 autocommand access-enable timeout 30
 
 
I realize that if there are multiple users, this could affect operation,
but with only a single user are the identical in function? What are the
differences?
