The same example is discussed in Vegesna - IP QOS.

"mask 07" is the answer given in the book.

Considering the example, and my understanding, I'd agree with you. I believe that the Docs are wrong... wouldn't be the first time either.

Hi, Group. I am learning how to calculate the mask value used in rate-limit
access-list. I somehow arrived at different value from one example given in
the command reference. I just want to run through the process that I do the
conversion and make sure it is correct.
 
From command reference:
wp1017443"The following example assigns packets with an IP Precedence of 0,
1, or 2 to the rate-limit access list 25:
wp1017444access-list rate-limit 25 mask 42"
 
Here are my steps:
1. precedence 0: 0000,0001
precedence 1: 0000,0010
precedence 2: 0000,0100
2. Add it up: 0000.0111
3. convert it to hex: 07----------> mask value for 1, 2, 3
 
Am I missing something somewhere? 7 is a big difference from 42-:-)
