random-detect precedence 5 40 60 20

Hi all,
I am trying to interpret the last parameter of this command.
At the router it is showing as following;
 
r4(config-if)#random-detect precedence 5 40 60 ?
  <1-65536> mark probability denominator
  <cr>
 
r4(config-if)#random-detect precedence 5 40 60 20
 
Does this mean that if the number of packets exceed the range of 40 to 60,
the router would randomly drop the packet at the rate of 5%, a packet for
every 20 packets?
Did I interpret it correctly?
