In custom queuing, "0" queue is system queue. right?

I've learned that this queue cannot be used.

So from 1 queue to 16 queue is available....I know..

But these days, I've seen the config using "0" queue many times....

Some case, this queue is included. Some case, not included.

I'm confusing..

"0" queue is possible to use ???

and when can I use "0" queue? Any situation?
