Look at the 3550 Software Configuration Guide. There appears to be a DSCP-to-DSCP-Mutation map that may fit what you're trying to achieve. Not sure I totally understand the 'aggregate precedence levels' questions, but with the mutation map you can convert multiple DSCP within a range to one value.

Let us say there is a task to group DSCP 28 through 32. How would one do
this without having to create 5 ACL's for each value?
