Not exactly sure what problem you are trying to solve here, but....

You might consider setting up a hunt group - for example....

dial-peer voice 1 pots
 destination pattern 3000
 port 1/1
 preference 0
!
dial-peer voice 2 pots
 destination pattern 3000
 port 1/2
 preference 1
!

That will ring port 1/1 if it's not busy, and will ring port 1/2 if 1/1 is busy.
