OSPF NBMA neighbor problem

Hi group,

If a seiral interface is running OSPF with default network type (i.e. NBMA)
without any neighbor statements, why it can form neighbor with the other
router with broadcast network type (with other timers matched) ? I suspect
multicast / broadcast hello will be sent out on NMBA network type even if no
neighbor statement is set. Please correct if my assumption is wrong.
