If you judge by the stern warning that Cisco recently issued to channel
partners about the illegality of buying SMI switches and then upgrading to
unlicensed EMI off CCO, you can pretty safely gather it's the same software
load.

EMI has full routing capability, the SMI IOS is almost all
switching and some rip routing I believe...
