Multicast PIM DR

I have a quick question. Say, there are two routers on a multicast segment.
DOC CD says the PIM DR will be the router with the highest IP address on the
relevant interface.

Is that the only way to make it the DR? I saw some practice lab answer
recently recommend using ip ospf priority to select the PIM DR .... is that
correct?

Thanks for any thoughts.
