SERVICE DHCP : I think SERVICE DHCP may be "on by default" on some
routers and becasue it it on by default maybe only shows in the config if
you toggle it off. (I am guessing)
DHCP Database Agent: Configuring a DHCP Database Agent is for having an
external device keep the list of who has what address and for how long,
otherwise it is maintained by the router, and you will lose it upon a
reboot. So it is not "manditory"
Disabling DHCP Conflict Logging : I think this is where you check to make
sure the address is not being used before DHCP hands it out. This command
stops this from being logged which is what they want you to if you
maintain the database on the router. It does not seem clear how those two
work togehter.
