I suspect this may be a conceptual problem because I just went through
this lab (NLI Lab #21) myself a while back and had a similar problem.
As you point out, the instructions say "allow telnet access to HOSTS on
R6's ethernet segment if someone first authenticates against router R6
via telnet." My emphasis on the key word "hosts." This exercise is not
for allowing access to the router itself.
Once you have authenticated via telnet, do NOT test your connection by
once again telnetting into R6. Instead, put a spare router on that
ethernet segment and try telnetting into that host, which is on R6's
ethernet segment. It works fine.
