I believe there is a default packet size of 1500 as you mentioned. You
can use that as the basis for your calculations.

sizes for different protocols? Are they always provided for Custom
Queueing questions? have a sample practice question that does not give
the packet size but asks for 30% IP, 20% telnet, etc.. Without the
packet size it is impossible to determine the byte count in order to
allocate bandwidth, unless there is some default value for size that is
used (1500?).
