What cause isdn up and down?

On ospf demand-circuit
I think I had configured all correct, including no cdp enable, no peer neighbor-route, but the isdn continuing up and down

I use" debug ip ospf monitor" to see , find it will syn every 60 sec in ospf database:

09:35:39: OSPF: Syncing Routing table with OSPF Database
09:35:39: OSPF: Completed Syncing and runtime is 8 msec

09:36:39: OSPF: Syncing Routing table with OSPF Database
09:36:39: OSPF: Completed Syncing and runtime is 8 msec

09:37:39: OSPF: Syncing Routing table with OSPF Database
09:37:39: OSPF: Completed Syncing and runtime is 8 msec

What is the reason?
