Actually, there is a little more to it then that depending on where it is
applied and if redistribution is occuring etc.

With ospf routers on a shared segment using an all 0.0.0.0 wildcard mask
and redistributing, the forwarding address for an advertised network will be
0.0.0.0 from the advertising router meaning it will be the gateway of choice
for that network even if it is not the closest router to the destination.
