ISIS on bvi interface

Hi Group, Can isis form neighbour on bvi interface? I have tried and discover that I need the command "clns router isis" under the physical interface to form the neighbour. Could someone explain why or could I do it without the command? Here is the config: interface FastEthernet0/0
 no ip address clns router isis
 duplex auto
 speed auto
 bridge-group 1 interface BVI1
 ip address 172.16.36.3 255.255.255.0
 ip router isis
 isis priority 127
