Depends if Router A and Router C are in the same AS or not.
If they are in the same AS, they can be BGP peers and they do not have to be directly connected neighbors, but you have other issues to worry about.
If they are neighbors in different ASs, then use the neighbor ebgp-multihop command on both routers to establish a peer session.
