Thanks I got it but from what I see clns does not make the link come up
like ospf does with interesting traffic Ospf 224.0.0.5
What would isis interesting traffic reason look like? any body have an
idea.

access-list 101 permit ip any any time-range maxtime
dialer-list 10 protocol ip list 101
dialer-list 10 protocol clns permit
what would the dial reason ? when command show dialer

You are permitting IP but not CLNS in your dialer-list. If you want ISIS
to trigger the call you need to permit CLNS.
