Did you use "clns" or "clns_is" with the dialer-list?
With "dialer-list 10 protocol clns permit":
BR0/0 DDR: clns_is, 1499 bytes, outgoing uninteresting (no list matched)
With "dialer-list 10 protocol clns_is permit":
BR0/0 DDR: clns_is, 1499 bytes, outgoing interesting (clns_is PERMIT)

You are permitting IP but not CLNS in your dialer-list. If you want ISIS
to trigger the call you need to permit CLNS.
