Use the "rotary <rotary group>" command under the vty and the router
will answer to TCP port number 3000 + the rotary group number and TCP
port number 7000 + the rotary group number. You can also use NAT. See
config below:

ip nat inside source static tcp 1.1.1.1 23 200.20.1.54 8001

If you use NAT don't have the inside address point to a real interface
address that has the possibility of going down. Use a loopback to be
safe.
