This is right if R1 is the calling router, but why you can't think that R2
is the calling router?. In this case, don't you have to setup ppp
authentication chap callout on R1?.

yes, you configure R1 with this command and try to make sure using debug
ppp
authentication and will see only "I" means input challenge
