Can someone explain what are the pros and cons of the double token bucket
algorithm, found in the "police" command?

My understanding is, the general token bucket algorithm regulates bursty
traffic so that it does not deviate too far from the desired mean rate. An
additional bucket allows the algorithm to be even more accomodating. In what
situation would using the "violate-action" option of "police" be of special
significance?
