BGP No-export

Scenario:

R1---ebgp----BB1----ibgp-----BB2---ebgp----R3
|
|---AS2-------|----AS1-------|----AS3------|

BB1 and BB2 are in AS 1, R1 is in AS2 and it advertises a route 1.0.0.0/8 via eBGP to BB1. R2 is
in AS3 with eBGP peer w/ BB2.

Requirement: 1.0.0.0/8 should not leave AS1.

Q: In R1, when I apply "no-export" community to 1.0.0.0/8 in outbound route-map to BB1, BB1 gets
the route and knows that it is a "no-export" route. However, when this route reaches BB2, its
community attribute is zero'ed out because BB1 does not have "send-community" in its neighbor
stattement w/ BB2. Thus, the route reaches R3.

So the right solution is really "no-advertise", not "no-export" then? especially during lab test
we do not have access to bacbone routers and we can't rely on send-community is enable btw the
backbone routers?

Just want confirmation....
