I'm not 100% sure but I think you can summarize in area 0. The trick is, as
I remember, that the summary route will only propagate to ABR's that are
attached to the router that you're doing the summary on. That means that you
have to do the summary on all routers that have area 0 in them. Again, I may
be wrong but that's how I remember it.
These are the 4 networks you wanted to summarize:
lo 7.7.1.1/24
lo1 7.7.2.1/24
lo2 7.7.3.1/24
lo3 7.7.3.1/24 ---- > must be a mistake
area 0 range 7.7.0.0 255.255.252.0
