Yes, I did reboot some routers but not the entire rack. When you are
under time constraints the only test you can do is a simple ping test
for connectivity . My routes could have taken some sub-optimal path. I
really do not know. You do not think clearly when under pressure.

Then again I could have routing loops but I use route-maps extensively
for redistribution.
