It's a long shot, but you might want to try a newer IOS. I know there were
some performance problems with buffers on some of the 12.1.8 or so versions.
Don't know if the problem existed in 12.1.2E. Might want to try 12.1.13Ex.
It'll add the luxury of NBAR as well, in case you need that down the road.
