Having the same IP address on the BRI *might* cause a problem if it's
brought up but it really depends on how you are doing your routing.
You could switch over to using two dialer interfaces. One dialer
interface is used for backing up the serial interface and the other is
used for testing purposes only. Then you could from the hub periodically
call the dialer interface used for testing.

Actually, this is the isdn configurations in our production network.
We have a PRI on the central site and BRI connections on the client
sites.
For each connection, the serial and isdn interfaces have the same ip
address.
I already tested and made sure that the isdn circuits worked fine.
But, periodically the clients complained about their lost connectivities
and
I found that
the backup ISDNs didn't work, which turned out telco circuit problems.
So, my question is to test the ISDN regularely to make sure the lines
are up
while keeping the serial lines up.

Take the standby command out of the serial and then it's just a normal
ISDN line. You can place a call by sending packets that match the dialer
list or you could use the isdn call command to trigger a manual call.
