Be aware that this will not match if there is a single space between 123
and 456 (123 and 456 are neighbors). Try:

ip as-path access-list 1 _123_(.*_)?456_
ip as-path access-list 2 _456_(.*_)?123_

Or you could consolidate it into 1 acl:

ip as-path access-list 1 _123_(.*_)?456_| _456_(.*_)?123_
