I thought "no exec" was for async connections that would not allow an
"exec" session or command line to be available to a dial in user. It is
a common config on AUX ports.

It seems that you are able to configure no exec on a console but
since that probably isn't the best idea it seems to have no effect. I
would not configure a console for no exec.
