More info would be needed, but from the book "troubleshooting ip routing protocols",
it could be:
- network type mismatch
- subnet/mask mismatch
- one side is numbered and the other is unnumbered
- distribute-list
- a broken PVC in a full mesh frame-relay with broadcast network type
