Do a "show atm vc" to check if qsaal and ilmi have been established.
Try the ping again. Then do "show atm map" to see if the SVC has been
established.
If the SVC does not establish, "debug atm sig-events" , ping and then share
with us the output of the debug.
Your configuration looks just fine, by the way.
