They have definitely wasted a lot of money no doubt, but it will be more
than an "email" network when it is complete. A project this big is hard
to do right the first time, as this is the first time something this big
has ever been done in the history of the world. There are other benefits
to this besides the network itself. It is cleaning out a lot of the dead
weight that is hanging around within the government. If you've worked in
or with the government, you know exactly what I'm talking about.
There's pros and cons to everything.
Hindsight is always 20/20.
