I've explored this issue personally - it is very expensive.
Here's part of my e-mail with Shannon Fair at Cisco:
"Before I cancel your lab date I would like to make sure you are aware
of the policies.
You have up to 28 days prior to your test date to cancel/reschedule
without penalty. If you request to drop/cancel your date within the 28
days of your scheduled lab date, you will forfeit your payment. If you
have not yet paid, you will not be eligible for scheduling any future
dates, until that dropped/cancelled date is paid for.
