Wild guess: it's a minor IOS-internal bug, where it reserves only a certain
number of bits for a variable, in this case 15 and another bit for a +/-
value. The round trip time recorded exceeded 2^15 ms and ended up
represented as a negative number. It's a bug, don't worry about it.
