At first I thought you were mistaken about the in/out option of frame-relay
cir, but I took a look and indeed it is valid, as well as for bc and be
values. However the in/out forms seem to only apply to SVCs:

Notice that in the configuration no traffic shaping has been explicitly
enabled.
I couldn't find anything on Cisco or anywhere else that has an in-depth
discussion about FR SVCs, and why traffic shaping type variables could be
set for ingress as well egress traffic. Any ideas?
