I will try to look up a definitive reference for you.
 In the meantime, yes it is possible to burn out the reciever on single mode
fiber that is too short . I think the minimum is pretty short though.  I do
know it can happen. I looked this up at one time and find the info on CCO,
but am having trouble locating it again.
