I agree with your comments. There is no need of first statement but why it
is effecting
the input ratio so badly that what I am trying to understand. If I remove
that statement , it works
perfect !!

Actually the reason behind putting the first statement is to Limit overall
traffic to 64k,
because my serial link is configured with a buad rate of 64K . I dont want
traffic
to be dropped at Egress point (serial) rather I am trying dropping it at
Ingress point (Eth0) using the
first statement

Also I am sending the traffic in very symmetric fashion .I have control
over the traffic I am
sending. I am using SmartBits and have defined three streams WWW, UDP, IP.

    1st packet of WWW is sent
    1st packet of UDP is sent
    1st packet of IP is sent

    2nd packet of WWW is sent
    2nd packet of UDP is sent
    2nd packet of IP is sent
     .
     so on...

  I am sending data at a throughput of 300kbits/sec.
