Rick,
Per the 802.1D specification the bridge priorty can range from 0 to 65,535.
Zero is lowest, which means most likely to be root.
Below, you see the syntax explored on the Catalyst 2950G and the Catalyst
3550 EMI. Note that the 3550 requires the priority to be entered in
increments of 4096 (0, 4096, 8192, etc). This is to support the
extended-range vlan feature.
c2950(config)#spanning-tree vlan 1 priority ?
<0-65535> bridge priority
c3550(config)#spanning-tree vlan 1 priority ?
<0-61440> bridge priority in increments of 4096
