CIR should not be higher then the port speed of the slower side. So if one
end is 1.544mb and the other is 128k, CIR should be equal or less then 128k.
Be can be used on the higher speed side to allow it to burst higher then the
other end during the 1st time interval.
CIR is the rate you want the PVC to operate at when no problems exist.
