How hard did you look before you asked?
Anyways, It basically grabs the ip address of the interface that you specify
and uses that as it's IP source when sending NTP data as opposed to just
source it with the ip address of the interface that outgoing traffic would
have "normally" came from.
When the system sends an NTP packet, the source IP address is normally set
to the address of the interface through which the NTP packet is sent. Use
the following command in global configuration mode if you want to configure
a specific interface from which the IP source address will be taken:

I think local router should allway get ntp update from neighbor router. so
the source should be pointing to other router.
