You can't get a console prompt so I assume it's in a continuous
looping boot. If so power it down and reseat the card. If that doesn't
work power down and deinstall all cards except one SUP card and try
booting it up. If it comes up start OIRing the other cards. I have
seen more than once a line card causing a reloading situation.
