This is the response from my SE.
It's an IOS load that turns a router into a traffic generator; It's an
internal test tool that is used by the Cisco test community.
This guy has probably picked up a copy from somewhere, and realized it's
quite non-trivial to run. It's not something that would be freely
distributed to a customer; in fact, I've never seen it used outside of
Engineering.
