Why not try to change the distance of the other protocol's route.
i suppose the behaviour is to make the D EX favorable againts other protocol's (may opsf or rip).
Why don't you try instead to change the ospf/rip route to say AD of 200 ?

The distance command only work for routes "D", not "D EX".
