It is not available to the general public as it's "not supported" and while
it is a very cool tool it also gives you the tools to shoot yourself in the
foot (including your network and possibly others). It is an internal tool
with a licence key required per box. It is made available to selected
third parties for particular testing requirements.

There is only a small team supporting it, so it can't be generally supported.

If you have it actually running on a box, you must have had at some point
somebody from cisco get a licence key for you for that specific box. If
that is the case, that person can probably help you out.
