Well
My be some body can tell us if aggregate-address keeps track of
the routes that it is based off of. If this is the case then instead of
using ip route to create the static route use aggregate-address with out
"summary-only" and if the link is down then the summary route will be
dynamically removed from the table thus won't be advertised. ????
