It depends. The primary consideration is ibgp vs. ebgp. Next is media
type. With ibgp, next hop self is critical if the other ibgp routers in
the AS do not have a route to the ebgp neighbor advertising the
route. With ebgp, the next hop self is important when dealing with an NBMA
media if all the ebgp peers on it are not fully meshed. In such a case,
the ebgp neighbor will set the next hop as the other ebgp peer on the NBMA
network. If all neighbors cannot reach each other, this will cause a
problem and justifies a next-hop-self.
